/bin/fs: should be local. If people use AFS for system packs, then the
only way they can do an 'fs checkbackups' is if they can get to fs.
Why was krb.realms and krb.conf installed in /usr/etc? They should be
installed in /etc.
/usr/etc/traceroute needs to be setuid root
