We have distribution sites for everything now.
Add some notes about the current way of building third-party software.
These notes will hopefully be rewritten twice, once very soon when I
introduce Makefile.athena as a replacement for .build, and a second
time when we get rid of every use of the legacy Athena build system
and can DTRT automatically for packages using X-style Imakefiles
(because everything with an Imakefile will be a third-party package
using an X-style Imakefile).
