I tested this after I noticed the disparity between the invocations for sysklogd and rsyslogd in syslog-config's postinst. On my Precise workstation, "reload" is sufficient to notice changes in the syslog.d directory. I'm happy to try it again with a restart instead of a reload, but I'm not convinced this was the root cause.
