Log:
Handle NTP configuration in athena-ws since we won't have an
athena-ntp.
* packs/build/rpm/prep/athena-ws: Add NTP configuration files.
* packs/build/rpm/specs/athena-ws: Install NTP configuration files,
add trigger to overwrite ntp.conf when appropriate, and add
NTP-specific rc.conf variables.
* packs/maint/os/linux/athena-ws.rc: Move the system time sync here,
since we no longer own an NTP startup script.
