This revises the logic of my previous patch to remove the incorrect
assumption that mount will fail to mount a dirty filesystem, and more
closely follows the system filesystem check mentality.
It's possible that something more useful could be done in the "failed
check and can't find a partition to rebuild" case, but I don't think this
will turn out to be a problem in the real world.
