From bert:
Use client "incarnation" data from incarnate.c in place of previously
hardcoded values. Also use this to determine if the client has
"hours" and whether it's a consulting ("*r") client.
Removed extern declaration for HELP_FILE, HELP_DIR, and HELP_EXT,
which are no longer used.
Moved assignments out of "if" statement tests.
