Change of plan: symlinks to /afs/athena.mit.edu/system/config should
probably all be handled in packs/config (they are not references to
software not built as part of the release, and they are for
configuration files). So transfer control of glb_site.txt back here,
and add in the flexlm license.dat symlink.
