FWIW, this is almost what pine-inc (in the sipb locker) does. pine-inc
creates the correct directory and sets the permissions to
system:anyuser none the first time it is run. This only prevents
future directories from getting open permissions though.
To deal with already existing directories, perhaps Ops could have the
janitor notice open permissions on various important directories and
send mail with an explanation and instructions on how to fix.
