We could detect this failure earlier by doing the volume header update
in update_ws, and bombing out if it fails.  The other R4400 I looked at
seems likely to have the same problem (it won't be taking the update
anyway); I have no idea if any other Indy is susceptible.  (No other
machine that's been updated has had this problem).

Any thoughts as to whether we should add the volume header update/check
to update_ws?
