I have turned on the creation of header and trailer pages for the "central" 
printers so that the operators will have consistency in the output.  The 
operators use the header and trailer sheets, in addition to the jog of the 
output, to know where print jobs start and end.  I turned this on in the 
ret printer because my understanding of the testing was that FSS was going 
to test what people would be printing centrally, and since the header and 
trailer sheets will be turned on for the central printers, it made sense to 
turn them on in ret as well so that they would see what the end users would 
be getting.
