Actually Dave,

Both Rocklyn and David Rosenberg have pointed out that the FSS1 should be 
treated like a restricted queue, static co etc, from two different 
perspectives.  So that usage will still get tracked, but print will not 
generate the email or rejection if the information is not filled in.  So a 
good set of questions has generated, I think, a good set of solution, we 
just need to get the code in place to make it work.
