These minutes leave out one important point:

We agreed to go with a commercial solution without evaluating in-house
development *if* there is a solution that satisfies all our needs.
It's not necessarily a foregone conclusion.

We only get source code to the printing clients; not the server or
admin clients.  It's certainly better than nothing, though.
