Be wary of drawing conclusions from false parallels.  ERP is an area
where there already exist solutions which meet all the requirements.
The real problem comes when you have to compromise between buying
something that doesn't meet the requirements and building something
that does.  Based on the capsule summary, it sounds like this article
conveniently ignores cases where nothing useful existed, people built
it, and it worked.  It also conveniently ignores hidden costs
associated with buying software packages.

(Don't get me wrong; I'm not saying buying things is always wrong.
I'm just saying that it's not the magic pill that many people make it
out to be, and that building isn't as horrible as many people like to
believe, if done right.)
