Sometimes the US drops DU on its own civilians! (Remind you of nuclear
testing done on our own citizens without their knowledge or consent,
or how about the Tuskegee Experiment? This is what happens militarism,
imperialism, and racism come together...)

We recently learned that the Navy recruitment center has moved to Summer St.
a location which is not very visible to the public at large. Therefore, we
have changed location of protest.
PROTEST U.S. NAVY OCCUPATION OF VIEQUES!
SATURDAY, FEBRUARY 1, 12 NOON

The u.s. government, which is about to embark on another massacre of
hundreds of thousands of Iraqis under the pretext of "fighting terrorism"
and "eliminating weapons of mass destruction", is *yet again* subjecting the
people of Vieques Puerto Rico to its own brand of terrorism. Since January
13, it has been bombing the island and carrying out military maneuvers which
have had nothing but negative effects on the health, natural resources and
general well being of the Vieques residents.
Vieques is an island municipality of Puerto Rico, located off of that
country's eastern coast. It has a population of 9,400.
Due to the fact that Puerto Rico has been a colony of the united states
since July 25 of 1898, the united states congress has been able to impose
laws on the Puerto Rican people, granting the u.s. navy the "right" to
expropriate land in Vieques for the construction of a naval base. Since
then, the u.s. navy has been acquiring land in Vieques by *unilaterally*
determining how much they should give the residents to compensate them for
the loss of their land, depriving them of the choice not to sell said land,
and giving them 24 to 48 hours to vacate their homes. In this manner, they
managed to gain control of 26,000 of the 33,000 acres of land in that
island, at the expense of thousands of people who'd lived on that land for
generations.
The land under the u.s. navy's controll is not used for any purpose that
benefits the people of Vieques. It is instead used to rehearse the
bombings, invasions, and coups which the u.s. government visits on people
all over the globe, like the invasion of Panamá, the invasion of Granada,
the assaults against the people of Palestine and Lebanon, the attempted coup
against President Hugo Chávez of Venezuela, and the attacks against the
people of Colombia. The
latest in these murderous and intrusive rehearsals, is the u.s. government's
use of Vieques to prepare for its *criminal* assault on the people of Iraq.
The navy's operations in Vieques have left a legacy of forced migration,
destruction of the island's eco system, a stagnated
economy, and illnesses among the remaining inhabitants which include but are
not limited to respiratory problems and cancer.
The major environmental and health problem affecting the Vieques residents
comes from the navy's use of depleted uranium in its bombing practices.
Depleted uranium is a biproduct of the process of making nuclear fuel. It
is radioactive and extremely toxic. In Iraq, where the u.s. government
first used depleted uranium on a wide scale, doctors have been reporting
dramatic increases in rates of cancer among children, and birth defects.
The people of Vieques suffer from high levels of cancer and other serious
health problems. Studies carried out by the Puerto Rico Department of Health
have shown that from 1985 to 1989 the rate of cancer in Vieques rose to 26%
above the rest of Puerto Rico.
From the main island to Vieques, the people of Puerto Rico repudiate the
navy's rampant disregard for the lives of the Viequences and that island's
natural resources, as well as the use of their land as a weapon against
others around the world. That is why the navy's presence in Vieques has
been protested from the moment they assumed control over the island. That
is why since 1999, over 800 persons have faced imprisonment in protests and
acts of interference with the navy's bombing practices. Since the
initiation of these latest maneuvers, people from all walks of life in
Vieques and the main island have been converging on the restricted zone of
Camp Garcia to disrupt the navy's misuse of their land.
We call on those who are concerned about human rights around the world and
the protection of the environment to condemn the u.s. government's
colonization of Puerto Rico, and its genocidal and toxic practices in
Vieques.

El gobierno de Estados Unidos, que hoy se dispone a masacrar a centenares de
miles de iraquíes, utilizando como pretexto la supuesta lucha para acabar
con el "terrorismo" y las armas de destrucción masiva, se halla una vez más
sometiendo a los residentes de Vieques Puerto Rico a sus propios ataques
terroristas. Desde el 13 de enero, ha estado llevando a cabo prácticas de
bombardéo, y otras maniobras militares que han ocasionado daños a la salúd
de los viequences, así como a los recursos naturales de la isla.
Vieques es una isla municipio de Puerto Rico, ubicada a las afueras de la
costa orientál del país. Tiene una población de 9400 habitantes.
Dado el hecho de que Puerto Rico es colonia de Estados Unidos desde el 25 de
julio de 1898, al congreso norteamericano se le hizo posible imponerle leyes
al pueblo puertorriqueño que le otorgaban a la marina el "derecho" a
expropiar tierras en Vieques para la construcción de una base navál. Para
expropiar esas tierras, la marina fijó unilateralmente el precio que habría
de pagarle a las familias que desalojó, las privó de la elección de no
vender sus tierras, y les dió plazos de 24 a 48 horas para abandonar sus
hogares. Así la marina logró quedarse con 26000 de las 33000 cuerdas de
terreno en la isla, a expensas de miles de personas cuyas familias habían
vivido ahí por generaciones.
Las tierras en Vieques bajo el contról de la marina, no son utilizadas para
ningún propósito que beneficie a los residentes. La marina las utiliza para
ensallar los bombardéos, golpes de estado e invasiones que el gobierno
norteamericano realiza contra otros pueblos a través del planeta, como la
invasión a Granada, la invasión a Panamá, las agresiones que hiciera contra
los pueblos del Libano y Palestina, el fallido golpe de estado contra el
presidente venezolano Hugo Chávez, así como los ataques al pueblo
colombiano. Lo último en estos ensallos asesinos y agresivos, es el uso de
Vieques como centro de prácticas para la guerra criminál que el gobierno
norteamericano se dispone a librar en contra del pueblo iraquí.
Las operaciones de la marina en Vieques han dejado un legado de migraciones
forzadas, destrucción de la ecología de la isla, el estancamiento de la
economía, así como daños a la salúd de los habitantes que incluyen problemas
respiratorios y el cancer.
El daño mayor a la salúd y el ambiente de los viequences proviene del uso de
desperdicios de uranio en las bombas que la marina lanza contra la isla.
Estos desperdicios provienen de la producción de energía nuclear. Son
radioactivos y altamente toxicos. En Iraq, donde el gobierno estadounidense
primero usó estos desperdicios a escala masiva, se han reportado alzas
dramáticas en la incidencia de cancer entre la población infantíl, así como
alzas en los nacimientos de niños con daños físicos. La población de
Vieques sufre de una alta incidencia de cancer y otros problemas físicos.
Estudios realizados por el Departamento de Salúd en Puerto Rico desde el
1985 hasta el 1989 indican que los índices de cancer en Vieques han
sobrepasado por un 26% los índices de estas enfermedades en la isla grande.
El pueblo puertorriqueño, tanto en Vieques como en la isla grande, ha
repudiado la falta de respeto rampante que la marina ha demostrado hacia la
vida de los viequences y sus recursos naturales, así como el uso de sus
tierras para agredir a otros pueblos del mundo. Por eso es que la presencia
de la marina en Vieques ha sido objeto de denuncias y protestas desde el
mismo momento en que asumieron el contról de la isla. Por eso es que desde
el 1999, más de 800 personas han sido detenidas por haber participado en
protestas y actos de interferencia con las prácticas de bombardéo de la
marina. Desde el inicio de estas últimas maniobras militares, gente de
todos los sectores de la sociedad puertorriqueña, tanto en la isla grande
como en Vieques, han estado entrando a la zona restringida del Campamento
García obstaculizar el uso indebido de sus tierras por parte de la marina.
Hacemos un llamado a todos aquellos interesados en promover los derechos
humanos al rededor del mundo, y la protección del ambiente, a que condenen
enérgicamente la relación coloniál que el gobierno estadounidense le impone
a los puertorriqueños, así como sus prácticas toxicas y genocidas en
Vieques.
