First, watch the tape and actually read the complete coverage in the
press, preferably not just the US coverage.

If you believe the US interpretation, he says he knew about the
bombings in advance, he says planned the attacks to maximize damage,
he gestures about a plane hitting the towers and how he expected them
to collapse, he says that the terrorists actually on the planes did
not know what they were involved in, he laughs at it, etc.

That's a bit more then he admitted outright.
