No, he's not. First off, bin Laden did make those exact
comments soon after the attacks and reiterated them when
it was clear that retaliation against the Taliban was
in order. Second, al Queyda has never taken responsibility
for terrorists attacks. That's not their job. They
coordinate and funnel financial aid to the cell networks
who do the dirty work.
Your little flirtation with evidentiary rationale fails because
your ignorant of the facts to begin with.

Those "guerillas" just killed the equivalent of one fifth
of a Civil War battle's dead with the loss of 19 guys.
Your comments further reveal your ignorance on the
evolution of warfighting, even after such blatantly
obvious evidence has been put before your face. Asymmetric
warfare is not the means to conquering territory,
but a means to compel an enemy into foregoing a
continuing presence or policy.
