Heh... CVS continues to take over the world. :-)
I think using putting the moira sources under CVS would be a fine idea.
Converting a RCS tree to CVS isn't actually all that hard; 15-30 minutes
work, really....
The main question is whether all of the current Moira developers are
either familiar with CVS or are willing to take a quick crash course in
using it.
