This message needs improvement. It should include a reason for the failure.
I was able to determine that the cause of failure on my last attempt was that
nothing was listening on the moira tcp port by running "telnet sms sms_db" (I
got "Connection refused"). The moira library should have printed a message
with this information. For example, "connection refused while attempting to
connect to moira server" or "moira server not running on host %s".
