Type "KERBEROS" is not fully supported by moira, and trying to rely on
in to behave in a general way is a mistake. It should *only* be used in
the case of non-NULL Kerberos instances, and then only for access
control lists in Moira. (For example, the dbadmin list.)
If you want to argue that it should be more general, that's fine; feel
free to argue. It won't change the fact that until we get significant
programming resources allocated to Moira, this behavior will remain
unchanged, as I consider this to be extremely low-priority.
