Hi Ron,
I think it's always been the case that new records get their use data
set to 01-jan-1970. I assume this is approximately 0 UNIX time,
though I'm fairly certain it's stored as type 'DATE' in the Oracle DB.
I have a vague recollection that the Use Data is only set by some sort
of external to moira process, that I think is run manually, and uses
data from MITnet switches. Anyhow, I'm not terribly concerned, unless
we see some other more serious symptom.
