   moira isn't letting me in.. but it looks like there's no pobox.

My impression was that we told people to use type USER instead of type
STRING in their mailing lists so that this sort of thing wouldn't
happen.   At least, it doesn't cause mailing lists to break when we
deactivate accounts, since Moira wouldn't include the deactivated user
in the aliases extract.  Yet it seems that Moira isn't doing this for
users that don't have a pobox.

We probably only started noticing this when we started removing poboxes
from accounts for users weren't reading their mail; but the net result
is that when we do this, athena mailing lists which they are on will
break until the list maintainer can remove that user from their list.
As I recall, this isn't the first list for which this this has happened
in the past couple of months.

Could Moira be changed so that when it is extracting the aliases file,
it won't include users who don't have poboxes in mailing lists?  It
seems like the right thing to do.
