Moira repository cut over to Subversion

I finally got around to cutting over the Moira repository to subversion.  The new repository is:

svn+ssh://svn.mit.edu/moira

mrsrc remains the ACL; it's been added to cvs-users and cvs-groups.  The repository will still send mail to moira-commits on commit.

Effectively immediately, I've made the CVS repository (~moiradev/repository) readonly, so no one accidentally checks anything in there.  If you have any moira working directories sitting around, you should do a fresh checkout from the svn repository.

The production source tree (at /mit/ops/services/moira/src) will remain a CVS checkout until we cut over to the Linux moira server, hopefully by the end of January.
