While we were creating the moira package for the Debian-Athena project,
we found a few minor bugs in the moira sources.  They are outlined
below.

* The make install target does not support the DESTDIR variable (for
installing to a target other than /), and so our package needs to patch
the Makefiles to support this.

* If moira is configured --without-oracle, Makefiles are generated in
the util/et and util/rsaref directories, but are not removed by make
distclean.  These directories appear to be otherwise unused in this
situation.

* The stella manpage generates a warning when being processed by man:
  stella.1:45: warning: numeric expression expected (got `\ ')

* Most of the source files in incremental/winad and clients/regapplet
are marked as executable for no apparent reason.
