There is no particular order to the members of a list.  It depends on
how you retrieve the members what order they are displayed in.

It just happens that they way it works today (although that may change
tomorrow if we modify the server, since lists are unordered) is that
for lists with fewer than 50 members, the different types of members
will be all mixed up and sorted in order by the moira internal ID
numbers.  These ID numbers are never visible outside the Moira server,
but are assigned roughly chronologically based on when objects are
first created in the database.  For lists with 50 or more members, you
will get all of the USER members in alphabetical order, then the LIST
members in order, then the STRING members, and finally the KERBEROS
members.  The two different methods are there to make list retrieval
more efficient for different sized lists.
