True, we stopped doing this over rush one year (back when everyone
registered for their account over rush) because it was slowing things
down way too much. At the time we added the user.$letter volumes to
/afs/athena/service/BACKUP_LIST instead. It's not a big deal, but it
is worth noting that "activity" isn't in that list. With you trying 3
times to release the volume, I'm not sure if we care.
