Some new lockers creating with quota of 1

So both the mitfordean (activity) locker, created in late August, and
the spacearchitects (org) locker, created Sept 10, appear to have been
created with a quota of 1:

In moira, they both got the default quota (500 for mitfordean, 10 for
spacearchitects) on creation.

Last mod by boojum.extra@ATHENA.MIT.EDU at 10-sep-2003 16:45:37 with moira.

In the case of mitfordean, I "increased" the quota in moira from
500000 to 500000, which fixed it.  I'm refraining from increasing the
quota in spacearchitects for the moment, in case someone wants to take
a look.
