i don't think moira should choose to assign 18.x.0.2 on its own...i was
not aware that this was a special number, i used moira to assign a static
ip address, it assigned 18.x.0.2, which ron pointed out is not a good
choice. therefore, i am requesting that moira developers make moira NOT
assign ip addresses ending 0.2
