Having thought at this feature, it seems like something we
actively don't want for all types of networks; as things stand
currently, implementing it would grant the RCCs the ability to carve up
the dorm subnets into other virtual networks, and allow vdist to do the
same thing for all the on-campus billable subnets.
We may want it for Private subnets, but I'm not even sure about
that; either way, it seems low enough priority that I'm not going to
think about it any time soon.
