I implemented support for the new queries in "moira" and stella
this evening, and checked the code in on the ip-billing-dev branch; I
also did some debugging on the new moirad and believe it to be pretty
solid.
I've heard back from Scott Thorne who'll be providing moira with
access to the Warehouse's table of all valid billing account numbers; I
should have that feed going to ttsp in the next day or so.
