An initial implementation of the schema and server changes are
now checked in on the ip-billing-dev branch. I plan to implement client
support over the course of the next day or so, and then spend some time
debugging.
I'm currently predicting having something production quality by
the end of the month, assuming nothing else pops up to eat up my time.
