I believe the right thing to do is to decide on one policy for AFS ACLs
and Unix mode bits and certainly NOT to have it be a command-line option
to the FileServer.  It seems really unwise to arbitrarily change
semantics depending on which machine a file lives on.

For a minor release, I also agree that making such a change would be a
bad thing to do, for many of the reasons expressed by Robert Dodson. 
Thus, my suggestion again is to not make ANY change at all for 3.1 in
this arena.
