	It seems like you've conflated two issues here; one is that
afs.incr uses the U_STATUS preprocessor macro defined in moira_site.h to
know which element of the argument array it's passed to know which value
is the status; this value was changed (incremented by 1, as it was
supposed to be) when the winconsoleshell support was added, but I didn't
update the afs.incr binary on the moira server.  Oops.  I'll fix this
post drop date.

	What your patch actually does is give us the ability to do
incrementals based on a change to a user's winconsoleshell.  I can't
think of us having any immediate use for that, since we don't do
incrementals based on Unix shell.  However, it's not at all harmful to
have the ability, so I'll take the patch.
