You're actually misinterpreting what's getting put into the
moira.log; the function that outputs the "setting ID..." message is
set_next_object_id(), and outputs what the current value of users_id in
the numvalues table. It's not meant to imply that the users_id of the
account you just modified got set to that. Vaguely confusing, but no
bug.

P.S. The big gap between abbasali's users_id and the the value in the
numvalues table seems like a big frowny face.
