The default query acl's set up for the list queries do not permit mortal
users to query for the types of list entries, and the moira client
therefore gets confused, asks the user if the type 'user' should be
added to the list of permissible list entry types, and fails to add it
to that list.
The net effect is that mortal users can't add or delete users from lists
they administer.
