I think status 2 people might be included so that they can get certs
and use them as soon as they've chosen their passwd. This is probably
support for the Sloanies who I believe are pre-loaded into status 2 by
accounts or something like that. Or maybe that was some other service
entirely and it doesn't matter here.
My gut reaction is that there isn't a particularly good reason not to
keep loading the status 2 people, so we might as well.
