   Using MAX_FIELD_WIDTH seems like the right thing here; I've changed
my patch to do that.

   The idea I had discussed with Jonathon was to designate a new list as
the capacl for ghbo and put rcc, net-security, and a few other things on
it.  In that case of net-security, we want people who don't have the
bits to create hosts on that subnet still look things up.  In the
current world order, resnet networks are the only thing where owners are
common, so I don't think we're losing a whole lot letting people look up
machines anyplace.
