The problem is actually with moirad, not the reg_svr; all the
reg_svr knows to do is pass the string "IMAP" in as one of the arguments
to register_user. I havr a fixed moirad running on ttsp now, and I've
registered a user (u38185) and it looks pretty much right. I'll put the
new moirad on moira before the dcm runs tonight.
