The problem is that $ORACLE_HOME/network/admin/tnsnames.ora claimed
that the right way to connect to db "moira" was via tcp. Removing the
entire "moira" entry from the file fixed it. The install will need to
be fixed... probably it should just clobber that file rather than
appending to it.
