From investigating /afs/athena/system and some SYSTEM-type lockers,
I'm going to have to argue that there is not a general assumption that
the "owners" of a SYSTEM locker should appear on the acl, and so this
isn't a bug.
If anyone else wants to chime in, I could change my mind.
