The database hasn't allowed any list name containing uppercase letters
to be created since 1992. The list "KSA" was created in 1990. "ksa"
was originally created to prevent exactly what appears to have ended
up happening. See [17436] et seq in op (aka [350??], [35049], etc in
accounts... not sure what number the first message is.)

There are currently 30 lists in the db with uppercase letters in their
names but only 2 with corresponding lowercase lists (PhiKaps and KSA).
phikaps's comment references [35049] in accounts and is owned by
carla, so it's ok.

The lists "ksa" and "KSA" both claim to be the KSA, but have
completely different membership. Probably "KSA" has an old set of
officers and isn't being maintained currently? Mail to "ksa" or "KSA"
goes to "ksa". We may be able to get them to delete "KSA". (Hm...
there's both a "ksa" and a "KSA" locker too... that's sure to lose.)


Given that "ksa" failed to do what it was created for, I think the
right answer this time is to fix the code to do case-insenstive checks
when creating/updating lists (and users) rather than just trying to
reserve the lowercase versions of all of these lists.
