OK. I'm ready to unleash Moira 4.0 on the world, despite not having
done some of the things I said I would, and having done some of the
things I said I wouldn't do until later.

The big thing to figure out now is what things we can't release to the
world. I think this is:

  - afssync (includes Transarc code)
  - GDSS (includes crypto, and some weirdly-licensed stuff)
  - rsaref (ditto)
  - reg_svr (misuses rsaref)
  - regapplet (includes crypto. does RSA without rsaref, which is
      something only MIT is allowed to do in the US)

Is there anything else we can't distribute?

I'll probably resurrect the old reg_svr on the release branch since we
won't have the new one. I talked with Jeff, and we agreed we should
switch the reg_svr over to using a different cryptosystem (for a
number of reasons), so we hope to be able to release a future version
of the reg_svr and applet.
