Deactivate command assumes that user's list exists

I just noticed that the deactivate command in the Moira client (from the
user menu) aborts if the user's list does not exist, and doesn't
actually get around to deactivating the user's filesystem. The work
around is to create a list with the user's username, and then run the
deactivate command.
