Change a user's disk quota on a filesytem

New quota for filesystem mar (in KB) [10000]: 11000
moira: Not owner in update_nfs_quota
Could not perform quota change on mar
From looking at the logs, it was trying to change it for user [nobody]
instead of user \[nobody\].
