An accounts consultant created a maximum-length-name volume today,
then tried to deactivate it. The deactivation failed, since
prepending an 'X' would have made the volume's name one character too
long. There are several options for dealing with this bug:
1. Do nothing, except for fixing these cases manually.
2. Lower the volume-name limit by one (to 21 characters).
3. Modify afs_rename.pl to deal.
Option 3 could be done by having, for example, project.foobarbazquux2
be renamed to Xroject.foobarbazquux2 upon deactivation (being changed
from type AFS to type ERR), and checking for this special case upon
reactivation. We'd also need to make sure we don't come up with any
new volume name categories (e.g. "project", "user", "sw") that are
distinct only in the first character.
