afs.incr doesn't re-chown changed volumes

If you change the owner or owners of a filesystem in moira, afs.incr
gets called, and it in turn calls afs_rename.pl, but afs_rename
doesn't have any code to deal with this case, so the volume remains
owned by the previous owner.
