Before the July 23 Project Leaders' meeting, I was considering the parallels 
in the deliverables needed at the beginning of a project and at the 
beginning of a service.  In both cases, there is a document which reflects 
negotiation and agreement which marks the beginning of the work that will be 
done.  I think it is useful for us to consider being somewhat formal about 
writing and signing these documents to structure our work together.

At the beginning of a project, we need

Scope Statement
    Justification
    Product Description
    Deliverables
    Success Criteria

Signoff: Delivery Director, Practice Director, Project Leader

Similarly, at the beginning of a service, we need

Service Agreement
    Service Description
    Customer Description
    Level of Service
    Maintenance Plan
    Service Metrics

Signoff: Service Director, Practice Director, Service Team Leader
