The following message got me thinking. If this
is introduced it would be a really good time to
have a standard place for the scripts and such
that do not fall under any particular arch
directory, which a number of people have been
fighting for for some time. Maybe discussion
should happen about this again.

Discussion on athena-ws led me to reject the "platform" idea in favor
of the ATHENA_SYS_PATH model favored by Craig. See [1993] and [1995]
in athena-ws in particular. We will probably have ATHENA_SYS_PATH in
8.2, although it's still waiting to go into the tree.
