Here's updated information, to stop others going down the same track as
the three helpful souls who've already mailed me with the same
suggestion. I wrote:

My /etc/{service,inetd.conf} files are correctly set up, AFAIK, so
that's not the cause. If I run "telnet foo.oucs.ox.ac.uk eklogin"
interactively I get the welcome message, indicating that something is
indeed running on the eklogin port. Of course, I can't then type in the
required Kerberos data...
