You appear to be correct; I was looking in config/pre.in and
config/post.in, expecting it to be used there. Apparently, it is
applied used in aclocal.m4 not config/*.in.

I'll test it out, and if it fails in certain cases, I will
change its functionality to conform to my previous message. However,
since it works for you, it'll likely not need any changes. Your
interpretation of what it should do is correct, so you shouldn't
expect what you are doing to change. Athena wants similar
functionality; they install everything in /srvd, with
prefix=/usr/athena.
