Senator Pat Leahy (D-Vt.) has introduced a bill, S.1587, which would
(among other good consequences) transfer authority for crypto export
control administration to the Commerce Department, and disallow same
from requiring an export license to export generally available
encryption software.  It is co-sponsored by Sens. Burns, Pressler, and
Murray.  If you care about this issue, read the bill or its summary
(available on line at locis.loc.gov) and express your opinion of it to
your representatives in Washington.
